NUR-SULTAN — Kazakhstan will hold a referendum on a raft of constitutional changes as part of President Kassym-Jomart Tokayev's reforms aimed at decentralizing decision-making in the oil-rich Central Asian state, RFE/RL's Kazakh Service reported.
