Kyrgyzstan to reform law enforcement system

BISHKEK (TCA) — “Today’s decision can be called historic. The law enforcement system reform should strengthen the law and order, so that ordinary citizens, business, and investments are protected by the law,” Kyrgyzstan President Almazbek Atambayev said on July 4 at the meeting of the Defense Council which approved a set of measures to reform the country’s law enforcement system, the President’s press service said.

BISHKEK (TCA) — The General Prosecutor's Office of Kyrgyzstan has checked the performance of anti-corruption legislation by law enforcement agencies and found that prevention of corruption “is not conducted at the proper level”. Violations have been revealed in the State Service for Combating Economic Crimes, State Service on Drug Control (SSDC), State Customs Service, and Ministry of Internal Affairs.

BISHKEK (TCA) — The European Commission in June updated the EU Air Safety List (so-called EU blacklist) in which 13 Kyrgyz and 19 Kazakh airlines are listed among 216 airlines certified in 19 states. These airlines do not meet international safety standards, and are therefore subject to an operating ban or operational restrictions within the European Union.

BISHKEK (TCA) — The legislative reform process of the Justice system in the Kyrgyz Republic over the last years is truly impressive.  A lot of efforts in the reform agenda as well as in the sector on access to justice have been undertaken by the state authorities with the support of international donors and organizations.  While the pace of change is truly remarkable, the common citizen’s perception of the “rule of law” system remains still relatively poor leading to a so called “legal nihilism”. Indeed what is the sense of the reforms if the common citizen, the one for which the law is done, cannot still tangibly see the results?
